How much do I get from the Inclusion Allowance?

Who can apply for ADI?

Households with at least one member in these categories: minor, over 60, disabled (even mild), person under social services in inclusion programmes, pregnant woman. Also required: ISEE under €10,140, Italian residence for 5 years (2 continuous), asset and income requirements.

How long does ADI last and can I renew it?

Lasts 18 months from the month after application. After 18 months there's a mandatory 1-month pause, then you can submit a new application for another 12 months. Each renewal allows another 12 months with 1-month pause. There's no maximum limit, but requirements are re-checked at each renewal.

Can I work while receiving ADI?

Yes, but you must notify INPS of starting activity within 30 days. For employed work: income up to €3,000/year doesn't affect ADI, above that there's proportional reduction. For self-employment: you must notify the VAT number and estimated income at the start. If income exceeds the eligibility threshold, ADI expires.

What's the difference between ADI and Training Work Support (SFL)?

ADI is for households with "fragile" members (minors, over 60, disabled). SFL is for those 18-59, "employable" and not covered by ADI: provides €350/month for 12 months conditional on training courses or inclusion projects. The two measures are not cumulative in the same household.

What happens if I don't sign the PAD within 120 days?

The application expires and you receive nothing. You have to start over: new application on inps.it, new procedure. That's why it's essential all adult members register on SIISL right after receiving positive outcome. The operation is free and takes 15 minutes online with SPID.

Inclusion Allowance (ADI) 2026

The Inclusion Allowance (ADI) replaced the Citizenship Income from January 2024. It's an economic subsidy up to €6,000/year (€7,560 for households with over 67 or severely disabled members), plus a rent contribution up to €3,360 per year. Step-by-step procedure

Check requirements and update ISEE

The first requirement is ISEE under €10,140. If you don't have one or it's expired, request it immediately (pre-filled DSU on inps.it or via CAF). Also check asset limits: real estate other than primary home under €30,000, movable assets under €6,000 (+ €2,000 per member after the first, max €10,000), family income under €6,000/year for single-person households.

Non-EU foreigners must have the EU long-term residence permit. EU citizens must reside in Italy for at least 5 years.

Submit the application on the INPS website

Log in to inps.it with SPID, CIE or CNS. Go to "Benefits" → "Inclusion Allowance" → "New application". Fill in the online form with household data, employment situation, fragility conditions and IBAN. The application can also be made at Post Office, CAF or patronage. At the end download the receipt with protocol number.

The application can be submitted at any time of year. There are no time windows.

Sign the Digital Activation Pact (PAD)

Within 120 days of positive outcome, all adult household members (even those exempted from work) must register on the SIISL platform (Social and Labour Inclusion Information System) and sign the PAD. Without PAD the benefit is not paid. It's signed online with SPID or at social services/employment centre.

"Employable" members (18-59 not employed, without minor children or disabled) will also sign the Service Pact at the employment centre.

Receive the ADI Card and first payment

After approval and PAD signing, Poste Italiane issues the Inclusion Card (prepaid card with IBAN). You receive it at home in 30-60 days. Payments start the month after application and last 18 months, renewable upon new application after a 1-month pause. You can use the card for withdrawals (max €100/month for single, +100 per member), shop payments and rent transfers.

The card doesn't allow purchase of alcohol, tobacco, gambling and luxury goods. Always check balance on PostePay app or at the counter.

Respect obligations during payment

During the 18 months of ADI you must: communicate income/household changes within 30 days, participate in training courses or community service projects (PUC) if employable, accept "suitable" job offers. Failure = suspension or forfeiture. After 18 months there's a 1-month pause, then a new application is possible.

Who controls: INPS cross-checks tax data, registry, ADI card; Municipality verifies residence and actual composition; employment centre checks active job search.
