Step-by-step procedure

Declare first home intent to notaryAt the time of the notarial deed (sale), declare to the notary that it is your first home. The notary will complete the form for benefits. This is essential to get tax reductions.
If you don't declare first home, you'll pay ordinary taxes (7% stamp duty, full IMU, etc.). You can't add the declaration later.

Pay reduced stamp duty at 3%Instead of paying 7% of declared value, you pay only 3%. Example: €200,000 home → ordinary stamp duty €14,000, first home €6,000. Savings: €8,000. Notary calculates automatically.
Discount only applies if it's your first home (not if you own other real estate).

Don't pay IMU for the first 12 monthsIf you declare first home, you are exempt from IMU for 12 months after purchase. After 12 months, ordinary IMU resumes (~€1,200-€2,000/year for a €200,000 home in Milan, depends on cadastral value).
The 12-month exemption starts from the deed date. After, you risk a fine if you don't pay.

Registration tax at 2% (not 10%)Registration tax for first home is 2% (instead of ordinary 10%). Example: €200,000 home → ordinary tax €20,000, first home €4,000. Savings: €16,000. Notary calculates everything.
This is the biggest benefit. Make sure you declare it to the notary.

Register the transfer at Land RegistryThe notary automatically registers the transfer with the Revenue Agency and Land Registry. Within 20 days, the transfer is processed and the property is legally yours. You'll receive an updated land registry report.
Registration is automatic through the notary. You don't need to do anything else.
